Introduction

Welcome to the Noorcom Platform, a Saudi electronic platform owned and operated by Life Services Co., a limited liability company registered in the Kingdom of Saudi Arabia under Commercial Registration No. 7050947295

Noorcom provides a secure digital environment that connects Clients with creative and beauty Service Providers, including photography, makeup, hairstyling, and personal care services, through an integrated electronic system that facilitates booking, payment, rating, and communication between the parties in a transparent and organized manner.

This document constitutes a legally binding agreement between Noorcom, in its capacity as operator of the Platform, and you as a registered Service Provider. This Policy governs the contractual relationship between the parties, protects rights, enhances service quality, and promotes transparency and trust in electronic transactions.

By registering an account as a Service Provider, activating your account, or accepting any booking from Clients through the Platform, you expressly acknowledge and agree to be fully bound by all terms and conditions contained in this document, as well as any complementary policies or regulations that may be issued by the Platform in the future.

These terms are designed to regulate the relationship between the Platform and Service Providers in a way that ensures:

  • Transparency in all transactions;
  • Protection of the rights of all parties (Client, Service Provider, and Platform);
  • Raising the quality of creative and beauty services offered through Noorcom.

Definitions

For the purposes of this Policy, the following terms shall have the meanings assigned to them, unless the context requires otherwise:

  • Platform: The Noorcom mobile application and website, which connect Clients with Service Providers in creative and beauty fields.
  • Service Provider: Any natural or legal person verified by the Platform and authorized to provide services to Clients through Noorcom.
  • Verification: The process carried out by the Platform to confirm the identity, qualifications, and regulatory compliance of the Service Provider with Saudi laws.
  • Service: Any activity or work provided by the Service Provider through the Platform in accordance with the description displayed to Clients.
  • Booking: An electronic agreement between a Client and a Service Provider to provide a Service at a specific time and place.
  • Cancellation Policy: The rules governing how bookings may be cancelled and any resulting compensations.
  • Account: The Service Provider’s profile on the Platform, containing their information and booking history.
  • Rating: A performance and quality-based classification system through which the Platform assigns Service Providers to categories (A–B–C–D).
  • Commission: The percentage due to the Platform from the Booking Value is automatically deducted when amounts are transferred.
  • Administrative Fees: Any additional fees determined by the Platform for support, advertising, promotion, or other services.

Our Role and Services

The Noorcom Platform enables Clients to discover creative and beauty Service Providers, book their appointments, and pay for services electronically. Noorcom itself is not a provider of these services; it acts solely as an organized electronic intermediary between the Client and the Service Provider, and offers support in managing operations, bookings, and payments.

When you use the Platform, the contractual relationship for the actual provision of the Service exists directly between you, as the Service Provider, and the Client. The Platform’s role is limited to the technical and financial arrangement and management of the booking.

1. Registration and Verification Requirements

To be approved as a Service Provider on Noorcom, you must complete all registration and verification requirements imposed by the Platform before you are allowed to offer services or receive bookings. This includes providing all official documents required to prove identity, valid professional licenses, and any other documents the Platform deems necessary to verify your legal and regulatory status.

The Platform may require you to periodically update these documents, or upon expiry, to ensure that your information continues to comply with Saudi regulations and Noorcom’s internal standards.

The Platform conducts verification of Service Providers through rigorous internal procedures designed to ensure reliability and protect users. Verification is a fundamental condition for activating your account and enabling you to display your services on Noorcom. No person or entity that has not been duly verified may provide services, receive bookings, or engage in any commercial activity through the Platform. Any use of Noorcom without completing verification constitutes a clear breach of this Policy and may result in immediate account suspension without prior notice.

You are responsible for maintaining the accuracy of your information and updating it immediately if there are any changes to your activity, address, licenses, or contact details. Failure to do so is considered a material breach that entitles the Platform to suspend your account temporarily until the required information is completed. The Platform reserves the right to reject or suspend any registration or verification request without being required to provide reasons if it believes that the applicant does not meet the conditions, provides inaccurate data, or if there are regulatory or professional concerns inconsistent with Noorcom’s policies.

The Platform has the right, at any time, to verify the authenticity of the submitted documents and their compliance with applicable Saudi regulations, including by checking commercial records or professional licenses through the relevant official authorities. If any document is found to be incorrect, falsified, or misleading, or if registered data does not reflect the actual nature of the activity, the Platform may suspend or permanently terminate the account without prior notice, and may take any further legal measures it deems appropriate, including reporting the matter to competent authorities.

Completing registration procedures and agreeing to Noorcom’s terms constitutes an explicit declaration by the Service Provider that all information submitted is accurate and that they bear full legal responsibility for any incorrect or inaccurate information. Verification is an essential step to ensure trust between the Platform, Service Providers, and Clients, and is a key condition for operating through Noorcom in a professional, organized, and legally compliant manner.

2. Service Provider Obligations

By registering as a Service Provider on Noorcom, you undertake to comply fully with all professional and ethical standards adopted by the Platform and to provide services through the electronic system with the highest levels of quality and professionalism.

You agree to provide services to Clients in accordance with the specifications and descriptions published in your profile on the Platform, and in a way that accurately reflects the reality of the services without any misleading, exaggeration, or distortion in details or prices. The Service Provider bears full responsibility for the accuracy of all content displayed, including images, descriptions, prices, and available appointment times.

You undertake to comply with all applicable Saudi regulations, including but not limited to the E-Commerce Law, Consumer Protection laws, and the Personal Data Protection Law (PDPL), as well as any directives issued by competent authorities.

You must adhere strictly to the agreed booking times and respect appointments made by Clients through the Platform. You may not delay or cancel a booking except for a legitimate and justifiable reason that is acceptable to the Platform. Failure to respect timings or repeated cancellations without justification are considered unprofessional behavior that undermines Client trust and negatively affects your rating on Noorcom, and may entitle the Platform to suspend your account or reassess your ranking.

You are strictly prohibited from entering into any direct financial arrangements with Clients outside the Platform. All bookings and payments must be completed exclusively through Noorcom’s electronic system to maintain transparency and protect the rights of both parties. Any direct financial deal or cash collection from the Client is considered a serious violation of this Policy and may result in immediate account suspension and further measures deemed necessary by the Platform.

You must preserve the confidentiality of all Client information obtained while providing services, including names, contact numbers, locations, and any personal data. Such information may not be used for any purpose other than delivering the booked service. Any use of this data outside the authorized scope constitutes a violation of Noorcom’s Privacy Policy and the PDPL, and may result in account suspension and legal liability.

You must refrain from publishing or sharing any content on the Platform or via your own channels that contains inaccurate information, misleading statements, or content that harms the reputation of Noorcom, its Clients, or partners. It is also prohibited to use the Platform to advertise any unlawful services, or any services contrary to Saudi law, public morals, or professional ethics. The Platform reserves the right to remove any such content without notice and take appropriate action.

You agree to cooperate fully with Noorcom’s management and support team when handling any Client inquiry or complaint. You must respond to support requests or Platform communications within no more than 24 hours from formal notification via email or in-app alerts. Delay or refusal to respond is considered an operational violation that will be recorded in your file and may affect your rating.

Your account is subject to periodic review by the Platform’s management to ensure compliance with policies and performance standards. This review may include assessing general Client satisfaction, response times, and accuracy in service delivery. The Platform reserves the right to adjust your rating or temporarily suspend your activity if it finds non-compliance with standards or a persistent decline in performance.

You acknowledge that compliance with these obligations is a fundamental condition for continuing to use the Platform and that any material breach of this section entitles Noorcom to take any measures it deems appropriate, including temporary suspension, permanent account termination, or refusal to accept new bookings, without any obligation on the Platform to provide compensation.

3. Platform Obligations

Noorcom is committed to providing a secure and reliable digital environment that enables Service Providers to manage their business and interact with Clients in a professional manner that preserves privacy and rights. This includes ensuring the integrity of the technical systems used for operations and bookings, and protecting personal and financial information from unauthorized access or misuse.

The Platform applies up-to-date cybersecurity and encryption standards to safeguard data and transactions in accordance with applicable technical and regulatory requirements in the Kingdom of Saudi Arabia.

Noorcom manages financial payments on behalf of Service Providers under a commercial agency framework, ensuring transparency and full compliance with relevant laws and regulations. The Platform is responsible for collecting amounts from Clients via approved electronic payment methods, holding them securely, and then transferring the net amounts due to Service Providers after deducting commission and any applicable administrative or payment processing fees.

The Platform ensures that all financial operations comply with the requirements of regulatory bodies such as the Saudi Central Bank and the Zakat, Tax, and Customs Authority. All transfers are recorded systematically in a manner that is auditable and verifiable.

Noorcom also provides support to Service Providers by offering optional marketing tools and services that can enhance their visibility on the Platform, such as internal advertising, promotion of featured services, and improving ranking in search results based on performance and rating. These marketing services are optional and do not affect the fundamental contractual terms or the Service Provider’s right to use the Platform; they are designed to help grow the Provider’s business and promote fair competition.

In the event of a dispute or complaint between a Service Provider and a Client, the Platform commits to handling the issue fairly and transparently through a specialized internal committee. This committee follows structured procedures, considers both parties’ viewpoints, and reviews the supporting evidence before issuing a decision. Its work is confidential, and decisions are based on Saudi law and Noorcom’s policies. These decisions are binding internally within the Platform, without prejudice to the parties’ right to resort to the courts if they do not accept the outcome.

The Platform also commits to informing Service Providers of any material changes to its policies or operating procedures. Notifications are sent via the email registered on the Provider’s account or via in-dashboard alerts. Noorcom aims to provide clear and advance notice allowing Providers enough time to review and understand changes before they take effect. Continuing to use the Platform after such notice constitutes explicit acceptance of the updates.

Noorcom confirms its full commitment to justice, the protection of rights, and balancing the interests of all parties in accordance with Saudi laws and recognized technical and commercial standards, reinforcing its position as a safe and professional marketplace for creative and beauty services in the Kingdom.

4. Booking and Payment Mechanism

All financial transactions and bookings made through Noorcom are subject exclusively to the electronic system approved by the Platform. Any arrangements or agreements made outside this system are not recognized. This covers all booking stages, from service selection to electronic payment and final confirmation of service completion by the Service Provider.

Through this structure, Noorcom provides a secure financial framework that ensures transparency and protects the rights of all parties.

The Platform manages payment collection on behalf of the Service Provider in its capacity as an authorized commercial agent. Amounts collected from Clients are held in a temporary financial wallet belonging to the Platform immediately upon successful payment. Once the Client confirms receipt of the service as agreed, or once the Platform verifies that the service was executed properly, the Platform transfers the net amount due to the Service Provider within no more than seven (7) business days, after deducting commissions, electronic payment fees, and any applicable operational charges.

Noorcom reserves the right to postpone transfers if there is an open complaint or ongoing dispute between the Client and the Service Provider until the issue is resolved by the internal committee or an agreed settlement is reached. If the Service Provider is found responsible for a failure or deficiency in delivering the service, the Platform may deduct appropriate amounts to compensate the Client before completing the transfer.

It is strictly prohibited for either the Service Provider or the Client to conduct direct financial transactions outside the Platform, whether by cash, direct bank transfer, or any method designed to bypass Noorcom’s internal payment system. Any such conduct is considered a serious violation that may result in immediate account suspension and withholding of funds until an investigation is completed. The Platform may also permanently terminate the account and take legal action if it finds that the Service Provider deliberately conducted off-platform transactions that harm the integrity of the financial system.

Noorcom confirms that all financial transactions carried out through the Platform are managed in accordance with the highest standards of transparency and compliance with relevant Saudi laws, including Anti-Money Laundering regulations, payment regulations, and instructions issued by the Saudi Central Bank. The Platform maintains accurate electronic records of all payments and transfers, which serve as an official reference for any review or financial audit. Using the Platform implies express consent to this mechanism and acknowledgement that Noorcom’s system is the only approved method for payment, collection, and settlement of dues between Clients and Service Providers.

5. Cancellation and Compensation

All cancellation processes on Noorcom are subject to regulatory controls designed to protect the interests of all parties and maintain a high level of reliability and professionalism.

A booking made through Noorcom represents a contractual commitment between the Client and the Service Provider, documented electronically, which entails financial and operational consequences if either party withdraws or delays execution without acceptable justification.

If the Service Provider cancels a booking more than twenty-four (24) hours before the scheduled service time, no financial penalties apply, provided the cancellation is submitted through the official Platform tools and the Client is immediately notified along with the reason.

If cancellation occurs less than twelve (12) hours before the appointment, the Service Provider is responsible for compensating the Client with fifty percent (50%) of the booking value, which will be deducted from the Provider’s due amounts on the Platform. This acts as compensation for the potential material and moral harm caused by last-minute cancellation and encourages commitment to confirmed bookings.

Cancellations initiated by Clients are subject to Noorcom’s dedicated Client Cancellation Policy, which sets out refund and compensation entitlements based on cancellation timing. If the Client cancels shortly before the appointment, the Service Provider may receive compensation of between thirty and fifty percent (30%–50%) of the booking value, depending on the degree of impact. The relevant amount is deducted from the prepaid booking and added to the Service Provider’s wallet as just compensation for reserved time or preparation costs.

If frequent cancellations are made by the Service Provider without valid legal or emergency reasons—more than twice within a period of sixty (60) days—the Platform reserves the right to temporarily suspend the account and subject the Provider to an operational review. Based on the frequency and impact on Clients, Noorcom may apply additional operational deductions or a financial penalty of up to ten percent (10%) of the average monthly revenue recorded on the Platform.

Neither the Service Provider nor the Platform shall be held liable for cancellations resulting from force majeure or circumstances beyond their control, such as natural disasters, widespread technical outages, or official decisions that make performance impossible. In such cases, the Platform must be notified immediately with proof of the circumstance within a reasonable period. If Noorcom accepts the justification, the affected party will be exempt from financial penalties, and the amount paid will either be refunded to the Client or the service rescheduled without extra fees, as the Platform deems appropriate.

The Platform reserves the right to modify compensation percentages or cancellation deadlines as needed, provided that Service Providers and Clients are informed in advance before changes take effect. Continued use of the Platform after such updates constitutes explicit acceptance of the revised policy.

6. Quality and Content

The quality of content published by the Service Provider on Noorcom is a key factor in building trust and ensuring service credibility. The Service Provider bears full legal and ethical responsibility for the accuracy of all data and information displayed on their profile or service pages, including text, technical descriptions, images, prices, and promotional offers.

Any content published by the Service Provider is treated as an explicit acknowledgment of their full responsibility for such content and that it does not contain false, misleading, or unauthorized copied material.

Noorcom reserves the right to periodically review all materials published on the Platform and may, without prior notice, edit or remove any content it deems contrary to Saudi law, public morals, the Platform’s reputation, or the rights of other users, or that includes unrealistic claims or promises. The Platform may temporarily suspend or hide such content until the violation is corrected or regulatory requirements are met.

The Service Provider is strictly prohibited from using images, videos, or artistic works owned by third parties without obtaining explicit written consent from the rights holders. This includes photographs, creative designs, video clips, and any elements protected under copyright or other applicable intellectual property laws in Saudi Arabia. In case of violation, the Service Provider alone bears all legal and financial consequences, and the Platform may suspend or permanently delete the account without compensation.

By uploading content to Noorcom, the Service Provider grants the Platform a limited, non-exclusive license to use such materials (including images and service examples) for internal marketing and promotional purposes, such as featuring services within Noorcom, highlighting quality work, or improving in-app discovery. This license does not extend to any unrelated external commercial exploitation and remains limited to enhancing visibility and marketing within Noorcom’s ecosystem.

The Platform commits to preserving proper attribution and credit to the Service Provider whenever using or resharing their content, in line with professional and ethical standards.

Publishing content on Noorcom is considered explicit consent by the Service Provider that such content may be reviewed and checked by the Platform’s management to ensure compliance with operational policies and professional values. The Service Provider must also update their profile, visuals, and service descriptions whenever significant changes occur in pricing, methods, or service nature, to ensure transparency and prevent Client confusion or misleading information.

Noorcom confirms that content responsibility lies solely with the Service Provider and that the Platform’s role is limited to technical and organizational oversight. Noorcom does not intervene in the essence of services or their creative details, except to the extent required to ensure legal compliance and user protection.

7. Complaints and Dispute Resolution

Noorcom is the first point of reference for any dispute or disagreement that may arise between a Client and a Service Provider as a result of bookings, service delivery, or transactions made through the Platform. This framework forms part of Noorcom’s governance system aimed at ensuring fairness, transparency, and rights protection in a secure digital environment.

If any complaint arises relating to service quality, delays, cancellation, or other breaches of agreed obligations, the affected party—whether Client or Service Provider—must submit a formal complaint via the official channels within the Platform, such as the complaint form in the dashboard or the designated support email.

The complaint must be supported by relevant documentation and evidence (e.g., photos, messages, payment receipts, or in-app chat records) and submitted within a maximum of forty-eight (48) hours from the incident or from the time the issue was discovered. Failure to submit within this period may be considered a waiver of the right to claim internally, unless Noorcom accepts an exceptional justification.

Upon receiving the complaint, the Platform performs an initial review to ensure completeness, then forwards it to a specialized internal dispute committee composed of neutral members from operations and legal support. The committee studies the complaint, hears both parties’ perspectives electronically, maintains confidentiality, and issues a preliminary decision within a maximum of seven (7) business days from the date the file is complete.

The decision is communicated to both parties via the Platform or email and is binding for implementation within Noorcom’s technical and procedural scope.

If it is not possible to reach an amicable settlement or if a party refuses to abide by the internal decision, Noorcom reserves the right to take actions it deems appropriate, including temporary account suspension, withholding funds, or terminating the relationship in accordance with its policies.

After exhausting internal measures, the harmed party retains the right to resort to the competent judicial authorities in the Kingdom of Saudi Arabia to claim their rights. The courts of Riyadh (unless otherwise agreed) shall have jurisdiction over disputes arising from the use of the Platform and services.

Noorcom does not act as a direct contractual party between the Client and the Service Provider; rather, it is a digital and commercial intermediary that facilitates interaction. Therefore, its role in dispute resolution is limited to internal mediation and administrative investigation and does not, by itself, create a legal obligation on Noorcom to compensate for damages caused by either party. Nevertheless, the Platform undertakes to exercise the highest degree of professional care when handling complaints to ensure fairness, speed, and transparency, and to maintain a balanced relationship between Client and Service Provider while preserving the Platform’s reputation as a trusted marketplace.

8. Privacy and Data Protection

Noorcom attaches the highest importance to privacy and data confidentiality and is committed to applying the strictest legal and regulatory standards in managing and processing personal data in accordance with the Saudi Personal Data Protection Law (PDPL) and all related executive regulations.

The Service Provider bears direct responsibility for maintaining the confidentiality of all information and data obtained as a result of using the Platform or dealing with Clients, including names, phone numbers, addresses, photos, financial details, and any other identifying information.

The Service Provider is strictly prohibited from copying, storing, or transferring any Client data outside the Platform, whether onto personal devices, external applications, or independent databases. Any breach of this obligation is a serious violation that may subject the Service Provider to legal accountability under applicable Saudi regulations.

The Service Provider may not use Client data for any marketing, promotional, or advertising purposes outside the Platform, whether via direct calls, SMS, email, social media, or other channels. Client data may only be used to deliver the booked service in accordance with the terms and policies previously accepted by the Client. Any direct or commercial contact outside the Platform’s scope constitutes a violation subject to sanctions under this agreement.

Noorcom, for its part, undertakes to take all necessary technical and administrative measures to ensure data security and prevent unauthorized access, data leakage, or system breaches. These measures include encryption, access control, log monitoring, and full adherence to PDPL disclosure requirements. Noorcom also undertakes not to share user data with external parties except where permitted by law or with the explicit consent of the user.

In the event of a security incident or data breach, the Platform commits to notifying competent authorities and affected users within the legally mandated timeframe and to taking immediate corrective actions to limit impact and remedy the breach.

If the Service Provider violates any of the obligations in this section, Noorcom may take appropriate actions, including account suspension, contract termination, or seeking compensation for material or moral damages caused by the violation.

Continued use of the Platform after reviewing this Policy constitutes implied acceptance of all its terms and an acknowledgment of the Service Provider’s full legal responsibility for any data-related violation committed through their account.

10. Account Suspension or Termination

Noorcom reserves the right to suspend, restrict, or delete a Service Provider’s account, temporarily or permanently, without prior notice if any violation of applicable laws, regulations, or Platform policies is proven, or if any behavior is deemed harmful to the safety of the Platform or user experience.

Such measures form part of Noorcom’s commitment to maintaining a safe and reliable operating environment that protects the rights of Clients and Providers alike and ensures transaction integrity.

Examples of grounds for suspension or termination include, but are not limited to:

  • Publishing or sharing inappropriate, misleading, illegal, or unprofessional content, or content that infringes intellectual property rights or harms the reputation of the Platform or its users.
  • Repeated cancellations without valid justification or frequent delays in service execution.
  • Excessive documented complaints from Clients regarding poor performance, low quality, or failure to respect appointments.
  • Direct off-platform financial dealings with Clients or receiving cash or bank transfers outside the approved system.
  • Submitting falsified or misleading data during registration or verification, or providing inaccurate information about qualifications or licenses.

In such cases, the Platform may immediately suspend or permanently delete the account, withhold Provider funds until disputes are resolved, and take legal action where appropriate.

Noorcom may withhold the Service Provider’s outstanding dues until the conclusion of any ongoing dispute or complaint to ensure that amounts subject to claims or compensation are not released prematurely.

The Service Provider acknowledges that Noorcom has full discretion in managing accounts to protect the integrity of its ecosystem, and that suspension or termination does not entitle the Provider to compensation or to demand reactivation, unless the Platform decides otherwise based on its internal review.

11. Amendments

Noorcom reserves the right to modify this Policy or any of its clauses, in whole or in part, at any time. This may include changes to operational mechanisms, commission rates, financial policies, usage conditions, quality controls, or any other element the Platform deems necessary for improvement or legal compliance.

Updates are announced by publishing the revised version on Noorcom’s official website, via in-dashboard notifications, or by email sent to registered Providers. Such publication is considered official and sufficient notice without any need for additional communication or signatures.

Amendments take effect as of the date indicated in the announcement or immediately upon publication if no date is specified. The updated terms are binding for all Service Providers from that date onward.

Continued use of the Platform, acceptance of bookings, or interaction with Clients after the amendments take effect constitutes explicit and unconditional acceptance of the changes. If a Service Provider does not agree with any amendment, they may stop using the Platform and close their account after settling any outstanding financial obligations, without any right to claim refunds or compensation for prior services.

Noorcom undertakes not to apply changes retroactively in a manner that harms Provider rights for bookings already executed prior to the effective date of the amendment, unless required by law or official instructions from a competent authority.

12. Provider Performance Evaluation and Rating

Noorcom places great importance on maintaining high levels of professionalism and quality in services provided through the Platform. Provider evaluation and classification are essential components for ensuring performance standards and safeguarding Client trust.

All Service Provider accounts are subject to ongoing assessment beginning from the initial onboarding stage and continuing throughout their engagement with Noorcom.

The evaluation process begins with an initial mandatory performance assessment to measure the Service Provider’s readiness and ability to meet the Platform’s technical and professional standards. This may include practical and theoretical tests, review of academic qualifications and training, verification of professional experience, and assessment of prior work quality.

Based on a 100-point scoring model—distributed across practical tests, theoretical tests, certified training, proven experience, and quality of outputs—the Platform assigns each Provider to one of the following categories:

  • Category A (Excellent): Providers scoring 85 points or higher, with more than 8 years of experience, recognized professional certifications, and a strong track record.
  • Category B (Very Good): Providers scoring 70–84 points, with 5–7 years of experience and consistently solid performance.
  • Category C (Good): Providers scoring 50–69 points, with 3–5 years of experience and a limited or moderate project portfolio.
  • Category D (Under Review): Providers scoring below 50 points, failing to meet key thresholds, or showing operational or behavioral violations. They are not considered eligible for long-term work on the Platform unless they successfully complete a re-evaluation and performance improvement program.

Providers may review their evaluation results and the committee’s comments, and they may request re-evaluation within a period determined by Noorcom’s internal procedures.

The Platform reserves the right to periodically review and adjust classifications every three to six months, or in response to recurring complaints or noticeable declines in quality. Upgrades or downgrades may be applied based on ongoing performance, Client satisfaction, complaint frequency, and renewed assessments.

Operational advantages—such as priority listing, promotional visibility, and marketing campaigns—may be allocated according to the Provider’s category. Persistent poor performance or serious violations may lead to account suspension or permanent removal from the Platform.

13. Governing Law

This Policy and all clauses, rights, and obligations contained herein are governed by the laws and regulations of the Kingdom of Saudi Arabia and their implementing rules, as well as relevant directives issued by competent authorities.

Any dispute concerning the interpretation, execution, or application of this Policy shall be governed by Saudi law. The parties must first attempt to resolve disputes amicably through direct coordination with the Platform within a reasonable timeframe.

If amicable settlement is not possible, exclusive jurisdiction lies with the competent courts in the city of Riyadh, Kingdom of Saudi Arabia, unless Noorcom decides otherwise in exceptional cases it deems appropriate.

14. Communication Channels

Noorcom is committed to providing effective communication channels that enable Service Providers to contact the support and legal teams to address inquiries, feedback, or complaints related to this Policy or operational processes on the Platform.

Service Providers can contact Noorcom through the following official channels:

Customer service operates from Sunday to Thursday, 9:00 a.m. to 6:00 p.m. The Platform undertakes to respond to all inquiries and complaints within 3 to 5 business days from receipt, taking into account the priority of urgent cases related to service quality or financial disputes.

Noorcom documents all communications and feedback to ensure transparency and accurate tracking. Service Providers may request a reference number for any raised complaint to follow its status until resolution.

All official communications must be made through the designated channels only; any communication outside these channels is not considered official and does not bind Noorcom.
